The European Commission is holding consultations on all issues of EU legislation, including agricultural ones. Ukraine has to join in nearest future the EU&#8217;s Common Agricultural Policy (CAP), a flexible and constantly changing mechanism. We need to develop a national strategic plan in the frame of the CAP taking into account the requirements of the European Green Deal, which is already part of the CAP.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>How will this affect the Carpathian sheep herdersand cheese makers, beekeepers and winemakers, berry and mushroom harvesters, or producers of Carpathian tea? Which changes will it bring, if any?\u00a0 Are our small farmers already approaching European standards? Will European legislation help to strengthen farms and protect the Carpathian lands and mountains?<\/em><\/p>\n\n\n\n<h5 class=\"wp-block-heading\">On 16 May, the Green Dossier Information Centre held a discussion &#8220;European Integration for Ukraine: What will a Carpathian farmer get?&#8221; (in the frame of the project \u201cGreen and Inclusive Agricultural Policy \u2013Steps Towards\u201dsupported by the\u00a0<a href=\"http:\/\/www.carpathianconvention.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Secretariat of the Carpathian Convention<\/a> and financing by the\u00a0<a href=\"http:\/\/eeas.europa.eu\/delegations\/ukraine_uk\" target=\"_blank\" rel=\"noreferrer noopener\">European Union<\/a>\u00a0and the\u00a0<a href=\"http:\/\/www.irf.ua\/\" target=\"_blank\" rel=\"noreferrer noopener\">International Renaissance Foundation<\/a>\u00a0within the framework \u00abEuropean Renaissance of Ukraine\u00bb project).<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">Our experts explained the requirements of European legislation and benefits from the new coming rules and standards, while Carpathian farmers shared their needs and expectations.&nbsp; The Carpathian farmers discussed how European integration would impact them, and what challenges and opportunities would arise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The participants of our discussion platform and the project itself are very different. Some have a small household in the mountains, while others represent a powerful professional association. Some already offer unique products with a geographical indication certificate or an organic label, while others sell raw produce at a low cost during the season. Some already have decent profits from exporting their products, while others do not want to go beyond their local market. What they all have in common is that they are aware that EU standards will change their business practices and living conditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite some expectations, the panellists&#8217; conclusions were quite optimistic, shedding light on many opportunities that EU accession will bring, the possibilities of overcoming challenges and the readiness of farmers to change.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\"><strong>European integration will have a positive impact on farmers, the participants believe. That is especially clear for those who <\/strong><strong>are familiar with the experience of other Eastern\/central European EU countries.<\/strong><strong><\/strong><\/h5>\n\n\n\n<h5 class=\"wp-block-heading\"><strong>The main<\/strong><strong> conclusions<\/strong><strong> of the discussion<\/strong><strong>:<\/strong><\/h5>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Organising into cooperatives and associations is important for farmers. In this way, they can learn from each other, cooperate with the state and international donors and other platforms. That enables sharing operational burdens, purchasing equipment or modernise, creating labelling and quality control systems, developing marketing strategies, cooperating with funds and attracting tourists and buyers -creating added value chain. It is easier for united farmers to prepare for the new requirements, and when these requirements come into force, they will be ready and will have an advantage over those producers who start this path later.<\/li>\n\n\n\n<li>Exchange and internship programmes will help farmers better understand how things work in the EU and what to expect, the experience of neighbouring Carpathian countries, which recently had to go through this transition, is especially valuable.<\/li>\n\n\n\n<li>Financial and expert support from international programs operating in the region, such as FAO and IPRSA (EU-funded project for Institutional Policy Reform\u00a0for Smallholder Agriculture\u00a0in Ukraine) proven highly effective.<\/li>\n\n\n\n<li>International platforms and all kinds of cooperation with agricultural producers in neighbouring EU countries are also highly instrumental, as noted by sheep farmers, beekeepers and winemakers.<\/li>\n\n\n\n<li>The panellists emphasised the importance of cooperation and dialogue between farmers, farmers&#8217; associations, the state and financial institutions. Only this combination will ensure that the road to the European Union will be bright and joyful.<\/li>\n\n\n\n<li>This cooperation also enables farmers to tackle their major challenges, such as agrochemicals pollution (when, for example, large agrocompanies apply pesticides 3-4 times a season). As a result, bees are dying and people are getting poisoned in the surrounding areas. The participants hope that the implementation of European regulations will help to counteract this problem.\u00a0 Another critical issue for beekeepers is the cutting of honey trees by forestries which can be regulated via broader dialogue with all the stakeholders.<\/li>\n\n\n\n<li>Accessibility of services is extremely important, especially for remote communities and individuals. Information and education programmes are needed based on village councils, either on their own or by inviting or inviting specialists from the amalgamated territorial community (ATC) and agricultural advisory services. Advisory services should also send consultants to villages, as it is difficult for farmers to take time off work to travelto the ATC administrative centres. The majority of farmers are sceptical about the possibility of receiving grant support, mainly due to the lack of information support.<\/li>\n\n\n\n<li>Veterinary service in the mountainous areas.For farmers who keep animals, it is challenging to apply for government subsidies because it is difficult to obtain the necessary certificates, including veterinary certificates, on the spot due to the underdeveloped veterinary service in the mountainous areas. Moreover, farmers are also not allowed to sell milkwithout a modern veterinary service and constant monitoring of animal health.\u00a0 The lack of livestock insurance systems is also a painful issue for farmers.<\/li>\n\n\n\n<li>The development of rural areas is possible only with the participation of young people, who, unfortunately, are leaving the countryside, especially from mountainous areas.\u00a0 The Association of Wine Growers, Winemakers and Distillers of the Silver Land cooperates with six faculties of Uzhhorod National University and Odessa Technological University, involving students of wine technology, biology, history and international economic relations.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">There is a need for greater involvement of farmers&#8217; associations in the development of the strategy for the development of agriculture and rural areas and other national legislative acts. It is possible and necessary on this stage when Ukraine is in a position to negotiate about future CAP and should develop its\u2019 national strategic plan for years after 2027. And, perhaps\/potentially \u2013 a common strategic plan for the Carpathian region, which is also possible according to EU legislation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>We plan to carry on this conversation during upcoming meetings.
