In the context of Ukraine’s recovery and reconstruction, sustainable development issues — particularly in the agricultural sector — are becoming increasingly important. At the same time, environmental civil society organisations (CSOs) often face a low level of trust from other sectors, while interaction between environmental, agricultural and other stakeholders remains limited. This complicates the development of balanced policies, particularly in the context of EU integration and adaptation to EU environmental requirements.
The project aims to develop cross-sector dialogue, strengthen the role of civil society in policy-making processes, and improve the perception of environmental organisations.
Project Objectives
- increase the level of trust in environmental civil society organisations;
- strengthen public participation in environmental and agricultural policy-making;
- develop strategic cross-sector dialogue;
- increase awareness of EU environmental requirements and their impact on the agricultural sector.
Project areas of activity
1. Strengthening the Perception and Communication of Environmental CSOs
- research on the perception of environmental organisations among different target audiences;
- analysis of the effectiveness of communication channels;
- development of a communication strategy and value proposition;
- testing of communication tools and messages at the national level.
2. Cross-sector Strategic Dialogue
- monitoring changes in EU environmental and agricultural policy;
- assessment of the agricultural sector’s readiness to implement EU environmental requirements;
- organisation of national dialogue sessions and thematic discussions;
- preparation of analytical materials and recommendations for public authorities.
3. Engagement with Communities and Local Stakeholders
- dissemination of research and dialogue results at the local level;
- study of public participation practices in environmental governance;
- development of explanatory materials on participation mechanisms;
- support for dialogue between communities and other stakeholders.
Expected Results
- improved image of and increased trust in environmental CSOs;
- strengthened cross-sector interaction and establishment of a platform for dialogue;
- increased awareness of EU environmental requirements;
- strengthened public participation in policy-making;
- development of an analytical basis for decision-making in the field of sustainable development;
- dissemination of effective environmental governance practices.
Project duration: January 2026 – December 2027.

- Strengthened awareness of rights-holders of the right to a healthy environment and capacity to claim their rights and participate in decision-making.
